As AI continues to reshape industries around the world, Ontario’s construction sector is moving beyond the hype and focusing on the more practical question of how it can help builders, contractors and employers deliver projects faster, safer and more efficiently.
Across the province, construction associations are increasingly working to educate members about AI, but their approaches differ depending on the mandate and needs of their members.
Whether the focus is speeding up development approvals, improving project controls, reducing administrative burdens, strengthening governance or helping contractors understand emerging technologies, the goal is the same – translating AI into tangible business value.
Among Ontario construction organizations, the Residential Construction Council of Ontario (RESCON), Ontario General Contractors Association (OGCA) and Council of Ontario Construction Associations (COCA) provide the clearest public examples of AI-related initiatives.
For RESCON, the focus is on modernization of Ontario’s approvals system. The association recently joined a coalition as a development partner that is promoting the benefits of establishing a province-wide AI-enabled permitting platform being advanced by One Ontario.
Instead of focusing on introductory AI training, RESCON’s efforts are tied directly to solving policy and operational challenges facing builders.
The initiative is designed to tackle lengthy and fragmented approval processes that can delay housing projects for months or even years. The coalition envisions a single digital platform that would standardize approval processes, manage shared data, identify permitting requirements, prepare and submit applications, co-ordinate reviews and track the progress of an application.
Rather than navigating multiple agencies and disconnected approval systems, applicants would work through a single co-ordinated pathway.
For RESCON members, the value proposition is straightforward – reduced delays, greater predictability and faster delivery of housing.
“Ontario’s approvals ecosystem is highly fragmented,” says RESCON president Richard Lyall. “Today, hundreds of disconnected permitting environments operate across the province, each with its own processes, requirements and data systems. This new initiative would represent a fundamental shift in how housing projects move from concept to construction.”
The proposal, he says, would position AI as a practical industry tool rather than an abstract technology.
OGCA, meanwhile, has emerged as one of the sector’s leading voices on AI education and peer learning.
At a symposium in April, the association featured a panel on the opportunities, liability and reality of AI adoption in construction. The event explored how AI could be applied to estimating, scheduling, project controls, documentation management, risk assessment and construction decision-making.
Equally important, the conversation addressed liability, accountability and the challenges of integrating AI into real-world projects and contractual environments.
One participant described the panel discussion as highly interactive and “filled the room,” with a balance between excitement and accountability.
The growing interest in AI reflects broader trends in the construction sector. Many contractors are exploring whether AI can help automate repetitive administrative tasks that consume valuable staff time.
However, a scan shows that, while enthusiastic, association members remain cautious and are asking practical questions about where AI can deliver immediate value.
Common areas of inquiry include estimating and takeoffs, cost forecasting, project scheduling, progress tracking, safety management, documentation, quality control and supply-chain logistics.
Questions about accountability, accuracy and reliability frequently arise during industry discussions. Contractors want to know who is responsible when AI-generated recommendations turn out to be wrong. They’re also seeking guidance on how to validate results.
At COCA, the association’s public-facing AI resources have focused primarily on responsible use, privacy and governance, with the organization sharing principles developed by the Information and Privacy Commissioner and Ontario Human Rights Commission on the importance of transparency, accountability, privacy, safety, reliability and protection of human rights.
COCA has also highlighted employer obligations surrounding AI-assisted hiring. Employers must now disclose when AI is used in the screening, assessment or selection of applicants in publicly advertised job postings.
For COCA members, the education is less about learning how to use AI tools and more about understanding risk management and compliance requirements. The message resonates because many contractors remain uncertain about the implications of AI adoption. Beyond productivity gains, concerns persist around cybersecurity, intellectual property protection, privacy and security of company data.
Industry research suggests those worries are among the biggest barriers slowing AI implementation. Lack of internal expertise is also a challenge, particularly among smaller contractors.
Many firms are still evaluating technologies, participating in pilot projects or gathering information before deciding on major investments. However, the direction is becoming increasingly clear. AI is no longer viewed as a futuristic concept. It is increasingly becoming another tool – one that could help the industry tackle some of its most persistent productivity and delivery challenges.
