WINNIPEG — The board of directors for the Manitoba Heavy Construction Association (MHCA) has announced the appointment of Felicia Wiltshire as its next president and CEO, effective Dec. 1, 2026.
According to a statement, in the association’s more than 80-year history, Wiltshire will be the first female to serve in the role and the fourth president and CEO overall.
She succeeds Chris Lorenc, who announced earlier this year he will retire at the end of 2026 after more than 35 years leading the organization.
“Felicia brings a wealth of leadership experience, strategic insight, and a strong understanding of the issues facing our industry,” said John Highmoor, board chair, in the statement. “Since joining MHCA, she has demonstrated a deep commitment to our members and has quickly established herself as a trusted advocate for the heavy construction industry. The board is confident she is the right person to lead MHCA into its next chapter.”
Wiltshire joined MHCA as its first vice-president in June 2025 and has spent the past year working with Lorenc on a variety of issues such as industry advocacy, government relations and strategic initiatives.
She brings more than two decades of experience advising organizations and senior leaders across a range of sectors. Her background includes communications, government relations, stakeholder engagement and policy development, with experience in the political, health care and municipal sectors.
Before joining the MHCA she spent 10 years as director of customer service & communications for the City of Winnipeg.
“Chris Lorenc has had an extraordinary impact on MHCA and the heavy construction industry throughout his remarkable tenure,” said Wiltshire. “I am honoured by the board’s confidence in me and grateful for the opportunity to build on the strong foundation that has been established. MHCA is a highly respected organization with an important role to play in advancing our industry, and I am excited about the opportunities ahead.”
As part of the leadership transition, Wiltshire and the MHCA board will lead the development of a strategic plan that will engage members in shaping the association’s priorities and direction for the years ahead.
“After more than three decades of consistent leadership, this is a significant milestone for MHCA,” said Wiltshire. “It is an important opportunity to connect with our members, listen to their perspectives, and ensure the Association continues to evolve in ways that meet their needs and expectations.”
